Description of Network Changes Planned:
BellSouth Telecommunications, LLC d/b/a AT&T Louisiana intends to retire copper facilities serving distribution area (DA) 331002 in the Istrouma wire center (BTRGLAIS) due to the impact of the planned Louisiana Department of Transportation LADOT project. This project will improve sewer drainage and expand Hooper Road to four lanes from Blackwater Bayou to Joor Road. LADOT has requested AT&T Louisiana to remove or relocate its facilities in the way of this project before August 7, 2025. AT&T Louisiana plans to migrate customers currently served by copper facilities to existing Gigabit Passive Optical Network/Fiber-to-the-Premises (GPON/FTTP) facilities and then retire the copper facilities.
Description of Reasonably Foreseeable Impact of the Planned Changes:
After implementation of this plan, only fiber-based services will be available to serve this DA. Currently, AT&T Louisiana records indicate a total of 15 assigned circuits, five of which are competitive carrier circuits, affected by this network change. Notices have been sent to the affected carriers to make alternative arrangements.

Description of Network Changes Planned:
Southwestern Bell Telephone Company, LLC d/b/a AT&T Oklahoma intends to retire copper facilities serving distribution areas (DAs) 4623 and 4623ZA in the Bartlesville (BRVLOKFE) wire center, for the purpose of reclaiming underutilized copper cables. Currently, there are no customers served by these copper feeder facilities; therefore this action will have no impact on customers. AT&T Oklahoma plans to continue providing service to these DAs using Gigabit Passive Optical Network/Fiber-to-the-Premises (GPON/FTTP) facilities, where available, or AT&T Phone – Advanced and then retire the copper facilities.
Description of Reasonably Foreseeable Impact of the Planned Changes:
After implementation of this plan, copper feeder facilities from the central office to these DAs will no longer be available. Unbundled loops requiring copper facilities, e.g., digital subscriber line (DSL) or line-sharing circuits, will no longer be available in these DAs. Currently, AT&T Oklahoma’s records indicate there are no working circuits, including competitive carrier circuits, on the copper feeder facilities in these DAs.
