Reason for Change (Justification):
To address the open item on cybersecurity and software updating. The intention is to insert simple but effective provisions that require the manufacturer to protect the ADS from cyber threats and to have software update management processes in place. For the UNR, the requirements, as proposed below, mandate compliance with the 01 series of amendments (or later) of UN R156. Given the requirements of the ADS regulation need to be covered in the safety case (with claims, arguments, and evidence), the draft provisions in the safety case section are not needed. Consolidated Resolution on the Construction of Vehicles (R.E.3) contains standard text for all UN regulations regarding software update management. Most of the chapters affected are administrative and therefore the GRVA ADS workshop will need to incorporate text from R.E.3 (which is beyond the scope of this proposal), but the IWG-ADS should insert a paragraph into the definitions chapter, verbatim, from R.E.3. The requirements in the GTR/UNR may be accompanied by an appropriate reference to, or extracts from, the GRVA Recommendations on uniform provisions concerning cyber security and software updates under task 3 of the workshop. This amendment also introduces requirements for the ADS to be resilient to electromagnetic interference.
