UNICEF Turkey Country Office (TCO) welcomes Programme Evaluation of the Conditional Cash Transfer for Education (CCTE) for Syrians and Other Refugees in Turkey, an extension of the national CCTE, which the Ministry of Family, Labour and Social Services (MoFLSS) has been implementing since 2003 for vulnerable families living in Turkey. The CCTE for Syrians and Other Refugees was launched in 2017 and has two components: a) Cash component and b) child protection component. The cash component, is aligned with the national CCTE programme in terms of transfer amount, conditionality and frequency, providing bi-monthly payments to eligible households. The child protection component provides support to households in which children’s regular school attendance is considered at risk, including the child enrolled in CCTE as well as other children in the household requiring support to enroll or continue school. TCO appreciates the process followed for this evaluation throughout all Evaluation phases; the engagement between the evaluation team, TCO Social Policy, Child Protection, Education and PME sections and all the counter parts including MoFLSS, Ministry of National Education (MoNE) Turkish Red Crescent Society (TRCS) and ECHO. UNICEF TCO supported the Evaluation team by providing access to all relevant programme documents, progress reports, anonymized administrative data, Third Party Monitoring data and anonymized Child Protection data from TRCS. The evaluation team interviewed UNICEF staff at TCO, Focal Persons from MoFLSS, MoNE and Key program personnel from TRCS both in the Ankara and field offices; Inter alia, the evaluation teams also met with CCTE beneficiaries though focused groups discussions. The evaluation met the minimum quality standards in all its phases (TOR, inception report and evaluation report) and the findings were made available at a sufficiently relevant time for the intended purposes in terms of advocacy and informing the next steps for the programme.
